There's already a tweak like this called 'LowPowerBanner' which is available in Cydia. But Apple shuold include it in the next iOS.
I really like this battery icon. Would you like to share it? (58x58)

I think this thing should be optional in iOS, so people can choose whether they are notified by that annoying blue message or the subtle banner at top.
I know I'd change it to the banner option, the minute Apple would do this.

It's meant to be like that so people notice it instead of just ignoring it, but for people who do notice things easily it is sometimes annoying.
